| With the rapid development of economy and society in China,and the improved living standard,the demand of workers on healthy and safe working environment is becoming increasingly intense,and the state and the society has paid more attention to the safety production problem.As the basic law enforcement mechanism,the grassroots safety production supervision team that lies in the leading edge of substratum is the pacesetter to carry out various policies and regulations of safety production with various production management units.The construction of its own institutions has a direct or decisive impact on promoting quality and efficiency of safety work supervision.In order to solve current problems in national production safety work,how to strengthen the construction of the grassroots supervision and law enforcement team of production safety should be taken as the starting point.Lucheng District is located in the center of Wenzhou,thus a minor accident occurs in the safe production situation may affect the whole city’s situation,therefore the work safety supervision has a heavy responsibility.By combing with the present situation of the construction of law enforcement team of basic-level work safety supervision in Lucheng District,Wenzhou and the author’s years of working experience in basic-level work safety supervision,this paper systematically studies a series of problems in the construction of law enforcement team of basic-level work safety supervision in Lucheng District,Wenzhou.In the research process,the literature research method,field method,case study and other research methods are applied to understand the present situation of the construction of law enforcement team of basic-level work safety supervision in Lucheng District,Wenzhou.The research finds that there are some problems such as the unstable team,low professional quality,weak subjective motivation,and low salary but heavy responsibility in the construction of law enforcement team of basic-level work safety supervision in Lucheng District,Wenzhou.The reasons why these problems appear are analyzed with the use of relevant public management theories.On the basis of learning advanced experience from the foreign developed countries,it is believed that in order to strengthen the construction of law enforcement team of basic-level work safety supervision,firstly it should clarify the functions of the supervisory organs and rationalize the management system.Secondly it should establish a clear accountability system with clear rights and liabilities.Third,it should improve the evaluation mechanism.Fourth,it should increase fund investment to improve the personal salary.Fifth,it should improve the professional quality.Finally,it should strengthen the supervision of social intermediaries. |
