Security is related to people's life safety,social stability and development Safety production is an important link in the rapid economic development and social stability.With the rapid economic growth in China,the existing safety production supervision mechanism is constantly challenged,and the new safety production supervision mechanism can not keep up with the economic development speed.Safety production situation has been unable to meet the growing needs of the people for safety.The Party Central Committee and the State Council have promulgated a series of laws and regulations on safe production,improved the mechanism of safe production and further improved the safety supervision.China's security situation continues to improve steadily.The work of safety supervision and management has gradually improved,and tends to be scientific and standardized.Serious and extraordinary accidents are decreasing,but accidents still occur from time to time.The death toll remains high and the security situation is not optimistic.Especially under the trend of "mass entrepreneurship and innovation",small and medium-sized enterprises appear in large numbers,safety supervision can not keep pace with the development of enterprises.The occurrence of safety accidents not only causes casualties and major economic losses,but also seriously affects economic development and social stability.Definitely,it is contrary to the people-centered development idea put forward by our Party.The occurrence of work safety accidents has exposed the problems in the work of work safety supervision,such as the overlapping of rights and responsibilities of work safety supervision,the under exertion of the main position of enterprises,the insufficiency of the ability of safety supervisors,the backwardness of supervision means,the under exertion of the role of industry and society supervision,etc.we should get through the "last kilometer" of work safety supervision,let the supervision leave no blind area and form a high efficiency and wide coverage of safety Production supervision system.At present,there are few researches on how to promote grid work safety and social collaborative supervision by means of science and technology and purchase services.Therefore,we should improve the grid governance system,give full play to the joint efforts of all departments and the society,improve the collaborative governance capacity of work safety,strengthen the awareness of business units,improve the self-management capacity of business entities in work safety,build a regulatory information support platform,improve technical supervision and security,and resolutely curb major work safety accidents,and ensure social harmony and stability.This paper mainly analyzes and studies the problems in the work of work safety supervision of small and medium-sized enterprises in town B,and at the same time analyzes the causes of these problems.Combined with the relevant theories,some problems and Countermeasures in the work safety supervision of grass-roots government are obtained,hoping to provide a reference for promoting the work of work safety supervision at grass-roots level.In the first part,firstly,the background and significance of this topic are elaborated;secondly,the related research at home and abroad is reviewed;finally,the main contents,research methods,key difficulties and innovations of this study are pointed out.The second part,the definition of core concepts and theoretical basis.Firstly,the concepts of safety in production,grid management and collaborative governance are defined,and the theoretical basis of safety in production grid management is further analyzed.The third part,The status quo of B town in safety production supervision and management is analyzed concretely.The predicament faced by grassroots production safety is analyzed.The reasons for the difficulties are analyzed to provide a realistic basis for the follow-up research.The fourth part,To put forward countermeasures and suggestions for grassroots production safety supervision.Introducing the new concept of grid governance into the supervision and management of safety production,this paper proposes a new governance path from "government-led" mode to "multi-governance" mode,and constructs the concept of supervision and management of the whole society.On the basis of the new grid governance,the supervision and management of enterprise safety production is carried out,and the corresponding countermeasures and suggestions are put forward for the possible problems,so as to better implement the supervision and management of grassroots safety production.
