With the acceleration of urbanization,the internal environmental problems of new urban communities have become increasingly prominent,and new problems and contradictions have continued to breed from this,which has become one of the symptoms that hinder the construction and development of communities.Promoting effective community governance,especially environmental governance,can not only beautify the existing space in the community,improve the living environment of residents,and improve the quality of life,but also further promote the high-quality development of urban communities,in line with the construction of an ecologically civilized city.The community environmental governance cannot be separated from the participation of residents.The active,orderly and effective participation of residents is the prerequisite and foundation for the construction and development of communities.In the face of the social crisis of "strangers" encountered by urban communities in the process of urbanization,how to strengthen the communication and interaction between residents in the community,mobilize more residents to participate in community activities and things,stimulate the vitality of the community,and cultivate residents to the community where they live The sense of identity and belonging has become a key concern in the field of public management.Existing studies mostly start from the grassroots government,grassroots party committees,neighborhood committees and other subjects,and use them as the core to discuss how to mobilize residents to join the governance construction of the community,and more or less ignore the failure of grassroots government governance and the relationship between neighborhood committees and residents How to break the deadlock in mobilization when dissatisfaction becomes a precondition for community development.This study adopts the qualitative research methods of social sciences,social mobilization as the theoretical basis,and the participation of L social organizations in the environmental governance of M communities as the research case.Through the establishment of the L organization,the development process,the action strategy,the effectiveness of mobilization and other elements In-depth analysis reproduces the whole process of social organizations participating in community environmental governance,reveals the possible elements and paths for social organizations to effectively mobilize community residents,and is of great significance to promote the reproduction and functional transformation of community space.The study found that in the face of a community with estranged political-community relations and fragmented governance,it is inevitable to appeal to the intervention of a third party to alleviate the existing conflicts in the community.A social organization established based on a certain opportunity needs to be led by the general party branch and neighborhood committee to obtain the resources needed for its development.In this case,the unique "dual-track parallel" management mechanism and operation logic of the L organization may be the current social organization.The development dilemma provides possible reference.At the same time,obtaining the dual legal basis of national empowerment and social authorization is a prerequisite for good mobilization of social organizations and communities,and a guarantee for obtaining institutional resources,forming consensus,and reducing the risk of mobilization.Based on in-depth excavation and analysis of textual materials,the mobilization strategy of the L organization is explained from the four levels of concept,platform,tool,and system,and the mobilization strategy is viewed from the three levels of spatial dimension,organizational dimension and governance effectiveness The effect of implementation.Finally,internally and externally reviewed and reflected on the entire case process of the L organization.Aiming at the four levels of the mobilization strategy,summarized the four focus points that social organizations need to pay attention to and emphasize in community mobilization in the future,and realized the lack of administrative mobilization and difficulties.The successful transformation of the community environment under the current situation.But in essence,community environmental governance is not just as simple as relying on community mobilization.While improving mobilization,it also needs to pay attention to the overall level and ability of social organizations to participate in community governance,so as to better realize multiple co-governance,co-construction and sharing.The grassroots governance pattern of the country.
