Research Of The Lack And Problems Of Local Government’s Responsibility In The Management Of Air Pollution

Environmental problems are related to people’s health and well-being. In recent years, with China’s urbanization and the accelerating process of industrialization, air pollution from local, single urban air pollution is developing to the regional, composite type air pollution, many parts appear regional heavy air pollution. The environment has public property,in which protection government plays a leading role. In our country, all levels of government is the main responsibility for air pollution control, which also bears the primary responsibility to the jurisdiction of the administrative area of the air quality of the environment protection work. With the effect and limitation of the development stage in our country, issues specific to the local government in the governance of the atmospheric environment pollution have been taken many specific measures, but the situation is still a serious has not been fundamentally reversed, and even with no significant improvement.Investigating its reason,it is mainly because local governments at all levels in the air pollution control exist certain environmental responsibility flaw and specific management skills and methods appeared some problems, especially in the legislation, decision-making mechanism, regional coordination and supervision of the execution. In legislation, imperfect legal system, the legislative content is not in place; in the mechanism, system of environmental protection mechanism is not perfect, intergovernmental relationship is not harmonious, and benefit gambling phenomenon; in decision-making process, management experience and management skills have shortages; on the coordination of regional, cross administrative regional collaborative governance encounters difficulties. In the supervision of the implementation of the, government regulation and administrative execution all have bigger promotion space.This article aims to fulfill the requirements of environmental protection responsibility of the air from the local government, on how to better play the functions of government are proposed. The thesis is divided into six parts. The first part is the introduction,which introduces the research background and significance, literature review, research ideas and innovation. The second part is the theoretical basis of government responsibility in the air pollution control, including basic concepts, atmospheric pollution control conditions, local governments take the theoretical basis of air environmental governance responsibilities, local governments bear the air governance responsibilities. The third part put forward local government in atmospheric pollution treatment in responsibility flaw questions. The fourth part is analysis of the cause of local government responsibility flaw questions. the fifth part is experience and enlightenment in controlling air pollution in developed countries,, including foreign air pollution control of environmental responsibility experience, foreign air pollution enlightenment. The sixth part is suggestions and countermeasures on how to strengthen the local government air pollution prevention and control responsibilities.
