Study On The Implementation Of Local Government’s Ecological Responsibility In The Treatment Of Coal Mine Pollution Sites

The frequent occurrence of a series of site environmental pollution incidents,from the acute poisoning incident of workers when Beijing moved out of the pesticide plant in 2004 to the contaminated site pollution incident of changzhou chemical plant in jiangsu province in 2018,has made the public deeply realize the significance and importance of site pollution treatment to the comprehensive utilization of ecological green protection,restoration and redevelopment of the site.Playing field management of coal mine construction and development governance is a relationship between the economic and social development in our country an important aspect of the current construction and development of coal "sequelae" appeared,such as the underground wastewater pollution,soil pollution,dust pollution,coal gangue solid waste processing and other kinds of harmful to the environment pollution problem,more serious problem is due to the part of the coal enterprise site shut down,the rectification or contaminated site relocation and forced to shelve the large governance and restoration of contaminated sites,has been a serious threat to the surrounding ecological security and development of the mining area and the normal production and living of villagers.Pollution is encountered in the process of site construction and management of bottlenecks,hard to follow "who pollution,who governance" and "polluter pays" principle of pollution treatment,behind of is the imbalance of social interests,the main body of the realistic problems such as unclear,the responsibility of the shuffle,in its essence because the local people’s government of ecological space governance responsibility to carry out the problems existing in the execution measures.This article is entitled "Research on the Implementation of Local Governments’ Ecological Responsibility in the Treatment of Polluted Sites in Coal Mines".The purpose is to explore the key issues in the process of coal mine contaminated site treatment and restoration-how the role of the government is positioned,how the government’s responsibilities are realized,and the government’s responsibilities should be investigated.The first part of this paper is based on the existing domestic and foreigncontaminated sites research,literature review,and expounded the core issues of this study;The second part mainly states the theoretical knowledge that the research relies on,and defines the concepts of pollution site treatment and ecological responsibility of local governments.The third part is the case study and analysis of fuyuan county coal mine pollution site treatment;The fourth part is the localization of local government’s ecological responsibility and the realization dilemma of ecological responsibility in the treatment of coal mine pollution sites.The fifth part is the analysis of the causes of local government’s ecological negligence and the realization path of ecological responsibility in the treatment of coal mine pollution site.In this paper,the environmental pollution control problem of the remaining coal mine sites after coal mining and production processing in fuyuan county is taken as a case to discuss the current situation of treatment,restoration and reuse of the contaminated sites.In addition,from the perspective of ecological responsibility,it studies and discusses how local governments deal with the environmental problems left behind after mining and how to position government responsibilities.How to implement government functions,how to hold the government accountable for environmental misconduct,and how to treat and repair coal mine pollution sites.Furthermore,the ecological management responsibility of the government should be implemented to provide practical guidance for the establishment of effective mechanism for remediation of polluted sites.
