Study On Responsibilities Of Local Governments In Air Pollution Control

Environmental issue is a thought-provoking problem, for it is related the human health and well-being. At present, Chinese economy is maintaining a fast growing momentum, and the social wealth is also quickly increasing. Accordingly, the resources are excessively consumed and the environmental problems are continuously deteriorating. Since the beginning of Chinese New Year in2013. the hazy weather caused by air pollution has covered the most part of China, and the mid-east regions particularly have been in severe hazy weather condition. In fact, the serious air pollution has not only produced significant influences on the economic development of local governments but also generated severe threats to people’s life quality and physical health. Moreover, with public powers, the local governments are organizations that represent public social interests, and they have compelling obligations in air pollution control. However, in the practical pollution control work, local governments always show problems like the deficiency of specified governmental responsibilities, the traditional development view and performance view, and the insufficient enforcement in environment protection when they perform its responsibilities in air pollution control, which seriously affects the actual control effects of local governments. Therefore, how to perfect the responsibilities of local governments in air pollution control and better construct the responsibility system for air pollution control has become the severe test that the current local governments have to face.Starting from the practical situation of the responsibilities performed by local governments in air pollution control, this paper puts forward suggestions on how to better perform control responsibilities by governments. This paper is divided into six chapters. The first part is the introduction, which analyzes the research background, research objective. research status at home and abroad, literature review and the feasible innovation points and shortcomings of this paper. The first chapter expounds the relevant concepts of air pollution, air pollution control, local governments, and responsibilities of local governments and defines the related theories based on referring to existing research achievements, hoping to lay firm theoretical foundation for the latter contents. The second chapter analyzes the contents of responsibilities performed by local governments in air pollution control and the important basis. On the basis of the second chapter, the third chapter points out the status of responsibilities performed by local governments in air pollution control. The fourth chapter analyzes the current problems of responsibilities performed by local governments in air pollution control and the causes. The fifth chapter concludes the experience of foreign governments in air pollution control and its aspirations to China. Based on referring to foreign control experience, the author combines with the practical situations of local governments to proposes his own ideas and opinions on how local governments can better perform their responsibilities in air pollution control and draws the realization route for the responsibilities of local governments in air pollution control.
