To develop, not to protect the environment, is really very easy. To protectthe environment with no engage in development, which is very easy. The key is necessaryto develop, but also to protect the environment, so that the coordination environment andeconomic development, which does have a "degree", the master of this "degree" is agovernment responsibility, especially the responsibility of local governments.In this paper, comparative study of methods, documentation of methods, etc., throughthe analysis concluded that the local government in environmental protection should beheld accountable.This paper hopes on China’s environmental liability analysis of the system, clearlythe government’s responsibility for deficiencies in the system environment, through theprocess of urbanization trends in domestic and international environmental managementmeasures of learning, re-positioning of the new situation, the government environmentalresponsibility, in order to of the government’s new environmental management strategies.In local government continue to pursue economic growth and social equity andenvironmental safety of the fully integrated into the process, re-positioning ofgovernment’s responsibility to develop a feasible development strategy, has a veryimportant practical significance. This paper analyzes the domestic and foreign advancedenvironmental management experience, combined with our government environmentalmanagement status, in-depth analysis of which led to the failure of environmentalmanagement, which are the dominant position of the government is not clear;environmental legislative system is imperfect; work responsibilities is not enough toimplement, monitor efforts are not in place; lack of scientific evaluation system for cadres;local government advocacy of environmental knowledge is not enough; local governmentenvironmental destruction punishment is not enough; local government environmentalprotection input is not enough and so on. And address the above issues, proposes astrategy to guide our government’s responsibility in environmental management anddirection of the correct positioning. |
