| For over 30 years of reform and opening-up, China’s economic development has made great achievements and attracted worldwide attention. China has become one of the most development potential of economic power in the world under the economic globalization tide’s impetus. The rapid development of industrial civilization has brought chinese people great material wealth. At the same time, a variety of ecological environment problems are also followed. Government is the main body of ecological environment protection. Optimizing the ecological responsibility of the government is beneficial to improving the ecological environment and building the responsible government.Because of the influence of two thousand years of officialdom standard thought, the lack of green concept, the loopholes in environmental laws and the imperfect of government ’s ecological responsibility system, central and local government responsibilities are not clear, there are still many defects in the performance of the Chinese government’s ecological responsibility. For example, the ecological status of the government is still remain in the traditional definition of the main body of ecological responsibility. The consciousness of the government’s ecological responsibility is weak. The lack of law enforcement agencies and the environmental supervision is not in place. The central government’s absent and offside. These problems are serious obstacles to the government’s environmental protection road. Western developed countries have accumulated rich experience in the management of the environment. China should actively learn from the positive experiences of Western countries in dealing with environmental problems so as to guide the optimization of the ecological responsibility of our country. This article mainly from five aspects of system, economy, law,education and internation. In the hope that it can reduce or remove the obstacles on the way to the government’s environmental protection in our country, and to make modest contribution to the construction of ecological civilization under the background of responsible government in China. |
