Study On Local Government Responsibility In Air Pollution Control

In recent years,with the continuous deterioration of the air environment,local governments at all levels have taken a series of environmental control measures,and the air quality has been improved to a certain extent.However,the effect of air pollution control in some areas is still not satisfactory,and the pollution has not been fundamentally alleviated.One of the important reasons is that the local governments in these areas have not fulfilled their environmental control responsibilities well.Through the research and analysis,the paper finds out the existing problems and causes,and puts forward some suggestions for improving air quality continuously.This paper selects Zhengzhou,the capital city of Henan Province as an example to investigate and study.This paper introduces the background and significance of the research,combs the research results of scholars at home and abroad;then defines the concepts of air pollution,air pollution control,local government responsibility,etc.By summing up the practice and existing problems of Zhengzhou city,it is found that the reason of the bad effect of Zhengzhou city government in environmental governance is that the local government's passive decision-making,old and conservative thinking,abnormal performance view,unclear division of responsibilities between departments and lack of understanding of information disclosure work lead to poor environmental governance effect,which affects the effect of various environmental governance policies.In order to further improve the air quality and enhance the capacity of the government of Zhengzhou,the following suggestions are put forward: first,the government of Zhengzhou should be transformed from passive government to active government to establish a scientific prevention and control system;second,to establish a correct view of achievements and expand the sources of funds for governance;third,to improve the mechanism of joint defense and control within the jurisdiction and clarify the boundaries between various departments;fourth,to enhance the ability of government staff and enhance public awareness;and fifth,to improve the information disclosure system and enhance the attention of the government.
