In recent years,more and more people pay attention to the ecological environment problems.The Eighteenth National Congress of the CPC put the "ecological civilization construction" in a prominent position.The science and technology input can improve the technical level and the production equipment,promote the adjustment and upgrade of industrial structure,promote the coordinated development of the economy-resources-environment system,and then improve the level of eco-efficiency.The eastern area is in the leading domestic level in the eco-efficiency,economic strength,technology level and so on,it has the function of learning and using for reference to the economic development and the improvement of eco-efficiency in the central region.So this paper applies spatial econometrics knowledge.Starting from the 16 provinces in the eastern and central regions,we make the empirical analysis of investment in science and technology input and eco-efficiency,and comparative analyze between eastern and central.The main research contents are as follows:1.Study on evaluation of regional eco-efficiency.Combing the concept of eco-efficiency,from datum of economy-resources-environment composite system of 16 provinces in the eastern and central regions during the year of 2005-2014,constructs the index system of the level of regional eco-efficiency.Using the entropy weighting method and fuzzy subjection function method obtain the comprehensive evaluation of the regional ecological efficiency level of 16 provinces in the eastern and central regions.2.Comparative analysis of science and technology inputs and regional eco-efficiency in the eastern and central regions.Firstly,analyzing the change trend of the three indicators of eco-efficiency level,R & D input intensity and R & D personnel time and time in the middle and east during the year 2005-2014,comparing the gap between the central and eastern regions in three aspects:eco-efficiency,scientific and technological capital input and scientific and technological personnel input,and its position in the whole country.Secondly,using the Theil coefficient analyzes differences Intra regional and differences inter regional eco-efficiency level of the central and eastern regions.3.Spatial statistical analysis of regional eco-efficiency in the eastern and centralregions.Using the method of spatial statistics aims to analyze the spatial correlation of regional eco-efficiency in the central and eastern regions according to the Moran's I test statistic.The results show that the regional eco-efficiency level of the eastern and central regions have significant spatial correlation,spatial association is increased year by year;Secondly,Based on the scatter plot of Moran's,we analyzed the regional spatial correlation model of regional eco-efficiency level in eastern region.4.Spatial econometric analysis of science and technology input and regional eco-efficiency.The spatial effects of regional eco-efficiency are introduced in the econometric model,and the spatial lag model which is based on panel data is established.This dissertation made analysis on elastic coefficient of the impact of science and technology input on regional eco-efficiency.At the same time,the two sub samples of the central and eastern regions were econometric analyzed,and the difference between the input of science and technology and the control variables to the regional eco-efficiency is compared and analyzed.5.According to the empirical results,based on the perspective of science and technology investment,this paper gives some policy recommendations to promote the improvement of regional eco-efficiency.
