Shandong Province is an important province with coastal advantages in the east of my country.It is also the first comprehensive test area for the conversion of old and new kinetic energy in my country.The economy develops rapidly and the industrial structure is continuously optimized.In 2017,the gross national product of Shandong Province was 72634.15 billion yuan,making it the only major economic province with Guangdong and Jiangsu provinces.With the rapid development of the economy,the problem of ecological environment pollution has become increasingly prominent,which is very detrimental to the sustainable development of the economy.Under such a background,while promoting the economic development of Shandong Province,it pays attention to the construction of its ecological civilization level,and seeks the method of obtaining the maximum economic benefits with the smallest resource consumption and pollution emissions,which will accelerate the economic and ecological benefits of Shandong Province.Coordinated development is of great significance.This paper analyzes the connotation of eco-efficiency at home and abroad,clarifies the specific meaning of eco-efficiency,and starts from the index system for measuring ecoefficiency.Based on the existing research results,environmental protection expenditure is added to the eco-efficiency measurement index system,Using the super-efficiency SBM model based on undesired output to measure the ecological efficiency of 17 cities in Shandong Province.Firstly,based on the calculation results,the overall ecological efficiency levels of Shandong Province and cities were analyzed,and it was found that the overall level of ecological efficiency in Shandong Province was not high and the gap between cities was large.Secondly,according to the geographical characteristics of Shandong Province,17 cities were divided into coastal and non-coastal urban agglomerations.Based on the coefficients of variation and Theil coefficients,the regional differences between the coastal and non-coastal urban agglomerations in Shandong Province were analyzed.There are serious differences in the values of ecological efficiency among cities in Shandong Province from within the group.Finally,the kernel density function and Markov transfer matrix are used to analyze the dynamic distribution and evolution trend of ecological efficiency in Shandong Province,and draw the following conclusions: The spatial imbalance of ecological efficiency in Shandong Province is characterized by gradually decreasing dynamic evolution.For a long period of time,the ecological efficiency of Shandong provinces and cities will be correspondingly improved,but not all cities have reached the effective state,and the level of ecological efficiency among cities is characterized by "most concentrated,few differentiated seriously".The static and dynamic analysis of ecological efficiency both show that there is a clear phenomenon of “cluster development” in regional ecological efficiency in Shandong Province.Based on this,this paper uses the global and local Moran'sI index to measure the spatial correlation of ecological efficiency in cities in Shandong Province,and draws the following conclusions: During the study period,there was a significant spatial correlation in the level of ecological efficiency in Shandong Province.The phenomenon of high agglomeration occurs in coastal urban agglomerations.Developed coastal cities such as Qingdao have played a good driving role,and have promoted the development of the ecological efficiency of surrounding cities to a certain extent.There are low and low agglomerations in non-coastal urban agglomerations.As a result,the leading role of the provincial capital Jinan is slightly weaker,and the ecological efficiency of its surrounding cities appears to be "low and low."Considering the obvious spatial correlation of the ecological efficiency among cities,using ordinary measurement methods to analyze the influencing factors of ecological efficiency may cause certain deviations in the results.Therefore,this paper selects the level of economic development,foreign capital utilization,industrial structure,technological strength,and urbanization level,and innovatively adds financial agglomeration indicators measured by the entropy weight method,combined with the spatial measurement method to the ecological efficiency of Shandong Province.Empirical analysis of influencing factors.The results show that GDP per capita,industrial structure,scientific and technological strength,and financial agglomeration have a significant promotion effect on Shandong's ecological efficiency;the level of urbanization inhibits the development of Shandong's ecological efficiency level;the use of foreign capital does not affect the ecological efficiency level of Shandong Province obvious.The analysis results from the perspectives of direct effects and indirect effects show that: the degree of industrial structure conversion and urbanization has the most obvious impact on ecological efficiency;the industrial structure transformation and technological strength have spillover effects on the level of ecological efficiency.Finally,based on the characteristics of ecological efficiency of regional differences and spatial agglomeration in Shandong province,combining with the characteristics of areas in Shandong province and the empirical analysis results,exchange,the transformation of industrial structure from the city,science and technology strength,the urbanization development,the financial environment five aspects proposed to speed up the ecological efficiency of Shandong province and the countermeasures to realize the sustainable development of regional economy coordination.
