| The 18 th Congress of the Communist Party of China(CPC)formally put forward the strategic goal of "improving the development capability of marine resources,developing the marine economy,protecting the marine ecological environment,resolutely safeguarding the rights and interests of the country and building a marine power." In this context,China's marine industry ushered in the rapid development of the critical period,but also the construction of marine talent a critical period.How to make full use of the strategic resources of marine talents in the development of marine industry is of great significance to promote the vigorous development of marine industry and to build a strong marine power.In this paper,through the collection of marine personnel to build the relevant literature,analysis and consolidation of relevant areas of statistical data,the use of literature analysis,statistical analysis and other research methods.Firstly,the definition of marine power and marine talents is defined,and the internal relations between marine power and marine talents are analyzed.Followed by combing our marine authorities in the context of marine power to strengthen the construction of marine personnel in the practice and efforts.Finally,the paper analyzes the shortcomings and problems in the construction of marine talents in China,including the shortage of marine talents,the uneven distribution of marine talents,the shortage of complex marine talents,the irrational distribution of marine talents,lack of talent and so on.In this paper,the problems in the training of talents are tentatively put forward to improve the top-level design of marine talents;to encourage the reform and training mode of the sea-related institutions;to build the marine life-long education system;to increase the capital investment;to innovate the introduction of talents and so on.To provide a reference for strengthening the construction of marine talents and promoting the construction of marine power. |
