Study On The Development Of Chinese Marine Strategic Emerging Industry On The Basis Of International Comparison

China is a marine power in the world. Scientific development of marine resources is the necessary solution for population increase, resources shortage and environmental degradation. From all over the world, the power expansion for marine economy and the competition of marine hi-tech has been more and more severe and the global marine industry patterns face deep adjusting. In 2012, the 18th National Congress of CPC proposed the strategy of "development of marine power" has great strategic significance for increasing the international competitiveness of Chinese marine industry. With the implementation of One Belt and One Road, the development of marine economy in China faces unprecedented opportunity as well as great challenge. The marine strategic emerging industry is the profound integration of marine technology and marine emerging industry as well as the development trend of marine technology innovation, which can promote the technical transfer and optimal upgrading of marine industry. Therefore, study on the development of Chinese marine strategic emerging industry has great significance for promoting the construction of marine power in China.This paper applies Porter’s Diamond Model Theory, technical innovation and industry policy and other relevant theories to make systematic study on the Chinese marine strategic emerging industry. Firstly, this paper defines the connotations and basic features of marine industry, marine emerging industry and marine strategic emerging industry; and then it selects the Chinese marine strategic industry by Grey Relational Analysis. Then it manifests the development of marine strategic emerging industries in China and abroad and makes comparisons between the development of marine strategic emerging industries.in China and abroad from six aspects by Porter’s Diamond Model Theory to clarify China’s position in international competition and makes in-depth analysis for the problems and reasons during the development of Chinese marine strategic emerging industry. Finally, it proposes the countermeasures and suggestions for promoting the development of Chinese marine strategic emerging industry by the analysis results:1. Make perfect laws and regulations.2. Establish sound relevant organization management institutions.3. Promote technical innovation and strengthen industry competitiveness.4. Establish multi-channels effective investment and funding mechanism.5. Emphasize talents cultivation and introduction.6. Enhance international cooperation and expand overseas market.China proposed the development of strategic emerging industries for the first time in 2009, among which marine is key development district. At present, there are only a few studies on the marine strategic emerging industry. Meanwhile, this paper analyzes by combining the strategic background of construction marine power during study; the topic selection and content are innovative to a certain degree. Secondly, innovation in study methods. This paper analyzes Chinese current strategic emerging industry by Grey Relational Analysis, and then comparisons the Chinese and foreign marine strategic emerging industries by Porter’s Diamond Model Theory so as to clarify the advantages and disadvantages of Chinese marine strategic emerging industries in international competition so as to propose countermeasures and suggestions according, which will promote the rapid development of Chinese marine strategic emerging industry and make China towards marine power.
