The talent statistics is very important in the socio-economic statistics system.It's purpose is providing the basis for the policy of talent.We found that our country's talent statistics is still imperfect.Systematic talent statistics is only carried out in public ownership system.The survey of talent is still in the exploratory stage and Non-systematic in Non-public ownership system.Not only that,the view of talent has seen changed tremendously in recent years.The standard of talent statistics has still not changed,has not conformed to the Scientific view of talent,and must be re-established.We referred to the latest research about talent statistics at home and abroad .In the following,we committed to the research in two aspects.First,according to scientific view of talent and the Definition of talent , we has grasped the true meaning of talent in the theory Field.Outstanding is the essence of talent. Considered the meaning of talent and the practice of statistics.We establish the principle about talent statistics.Based on this principle,We divided the standards of talent statistics into two parts—necessary standard and optional standard.The necessary standard be the moral standards.The optional standards Contains six standards—knowledge,qualification,status,working experience,technical skills and social EvaluationSecondly , The survey of talent has many characteristics in Non-public ownership system.These characteristics have made statistics working difficult.So,we divided into five categories.The first category is large enterprises . The second category is medium-sized enterprises.The third category are small enterprises.The fourth category is private company.The fifth category is self-employed households.Then we analyzes these characteristic of the five kind of enterprises.In accordance with the characteristics of these five categories,we adopted the different sampling method in different categories.For the whole,We have adopted catalogue sampling.We have implemented overall survey in the first category,cross-stratified random sampling in the second and fourth category,two-stage stratified sampling in the third and fifth category,and designed a set of survey methods about talent in Non-public ownership system.
