The emergence of multi-source data is caused by the complexity of geographical space and the diversity of people's access to spatial data means. These data can not be unified maintenance and management for having different data structures, standards and spatial reference, and ultimately leading to generation of excess data and data silos that will difficultly get data into information products that what you see is what you get. Water is essential for national strategic resource base and a basic condition for socio-economic development, which is relating to national sustainable development of social economy. It is still an important part in water information technology that how to effectively manage and maintain the spatial data and daily office documents that from a large and various different sources so as to share a various types of data in circulation between the organizations at all levels and water conservancy departments.As a main technical means of gathering, processing and analysis applications in the water industry, Geographic Information System (GIS) could quickly build industry-related information systems, intuitively display the achievements and improve decision making ability. However, it is difficult to effectively share data use for the different data formats, software platform while the focus of the traditional GIS is to deal with existing data, visualization, and spatial analysis. With the combination of Internet technology and GIS, especially the rise of Web2.0, people's awareness and use of the software have changed, and GIS that with the integration of Internet technology is increasingly available from traditional stand-alone to web services-based approach, which namely WebGIS.WebGIS generally consists of the B/S architecture, the web browser, web server and GIS servers. GIS server is to provide a unified user interface for the production of spatial data and attribute data, web server receives a variety of operations undertaken by the client to send a user request and convey the request to GIS server, and the browser provides the system operating platform and operator interface for the user. It is easier for WebGIS that using standard Internet technology to manage, integrate and share the distributed multi-source data. Based on the advantages of WebGIS in sharing multi-source data, this paper used a custom development approach that ArcGIS Server plus ArcGIS Portal, adopting the latest technologies to develop a dynamic web that provincial water capital management information system prototype, which integrated a various types of data that water conservancy management on a single platform to promote mutual exchange of information between departments. In a word, this paper will provide a reference on research and construction of water conservancy informatization of Shaanxi Province in the future.
