As the important part of human resource management, a performance appraisal and management system is an effective way for companies to gain competitive advantage. But generally speaking, domestic enterprises, especially collectively owned enterprises had some problems in performance management and failed in implementation for various misconceptions in management. Therefore, it is very important to establish a new advanced performance management system based on accurate understanding and actual conditions to promote sustainable development of enterprise.SP Municipal Property Management Company which is a collectively owned company engaged in municipal facilities maintenance and property management. With the continuous deepening of the reform of state-owned enterprise, the company is facing new environment and new tasks and focusing on improving performance and competitiveness. This paper is based on the needs of the company restructuring, intensively researched its status of implementation of performance management through some analyses, found that the objectives of performance is not clear, the communication of the performance is not sufficient, the performance appraisal is not scientific, the performance results are not fully used and so on, then used the theories and methods of performance management, and finally raised a optimization solution of performance management, and implemented supporting measures to ensure the effective operation.The new performance management system focus on two aspects: On the one hand, it sets up key performance indicators which applied the method of Balanced Score Card and integrated with the development strategy of the company. On the other hand, it establishes a suitable performance management system through the design and improvement of performance planning, performance implementation and tracking, performance assessment, performance feedback and improvement.
