Zhengzhou Thermal Heating Company is a representative of traditional state-owned enterprises in Zhengzhou.The business of which is the residential and commercial central heating service in the urban area is directly related to the urban public infrastructure construction.It is also the pillar enterprise of social economy and the social stability of Zhengzhou City.Economic development plays an important role.However,with the rapid development of the macroeconomic environment,the current performance management system of Zhengzhou Thermal Heating Company is obviously backward,and the assessment method is rigid,which cannot achieve a good fit with the strategic development plan of the enterprise.This paper analyzed the performance management system behind Zhengzhou Thermal Heating Company.Based on the relevant literature,combined with the actual situation of the case,this paper starts from the four main aspects of performance: planning,organizational implementation,performance evaluation feedback,diagnosis and control.In the early stage,through questionnaires and face-to-face interviews,the author found out the common problems in the company's performance system and the reasons behind it.According to the logical framework of PDCA performance loop,the paper will carry out performance optimization design according to the functional attributes of each part of the company,give the company a scientific and reasonable performance improvement plan,and provide opinions and suggestions on the implementation points in the plan.The author begins with the analysis of the enterprise appearance,and uses the strategic knowledge management theory knowledge to gradually strip out the substantive reasons that affect the performance efficiency of the enterprise,and the right medicine is given,and the solution that meets the characteristics of the enterprise is given.According to the enterprise characteristics of the analysis object,the paper uses the Careersmart Balanced Scorecard?SBC?Method and the Key Performance IndicatorKPIMethod as the analytical theoretical basis,using questionnaires,graph analysis and other methods as the analysis means.Management plays a significant role in human resource management research.And further more,human resource management shows a central core that cannot be ignored in strategic management.At present,China's economic environment is changeable,the trend of global economic integration is unstoppable.Using Performance management tactics to keep maintaining a sustainable competitive advantage is very important.State-owned enterprises in China are an important carrier of national macroeconomic regulation and control,and an important source of fiscal revenue.Therefore,it is necessary to continuously deepen the performance management of backward state-owned enterprises.Especially in the current international economic situation,the pressure of domestic economic transformation is enormous,and traditional state-owned enterprises are gradually exposing performance management loopholes,which makes enterprises face serious problems such as irrational resource allocation,backward technological innovation capability,disconnected corporate distribution concept,and inefficient operation of organization.These problems have become obstacles to the improvement of economic efficiency of state-owned enterprises.They are ultimately the contradictions and conflicts between the rapid development of state-owned enterprises and the disconnected enterprise performance management.By improving corporate performance management,it helps companies to return to the right strategic direction and help companies achieve their vision.This paper starts with the whole process of the performance management system of Zhengzhou Thermal Heating Company based on the relevant literature,combined with the actual situation of the case,starting from the four main aspects of performance planning: organizational implementation,performance evaluation feedback,diagnosis and control.The purpose of this paper is to find the crux that hinders the smooth operation of the performance management of Zhengzhou Thermal Heating Company,and give targeted opinions and suggestions.According to the data collected in the preliminary survey,the paper will use the Balanced Score Card?BSC?and the Key Performance IndicatorKPIas the analytical theoretical basis,using questionnaires,graph analysis and other methods as analytical tools.At present,China's economic environment is changeable,and the global economic integration is obvious.Performance management research plays a significant role in maintaining a sustainable competitive advantage.State-owned enterprises in China are an important carrier of national macroeconomic regulation and control,and an important source of fiscal revenue.It is of great economic and strategic significance to continuously deepen the performance management of backward state-owned enterprises.As a typical state-owned enterprise representative in Zhengzhou City,Zhengzhou Thermal Heating Company has the role of regional public enterprise and has practical research value that cannot be ignored.In addition,since the development of state-owned enterprise units in the thermal industry is relatively similar,the research on Zhengzhou Thermal Heating Company can bring reference value to other enterprises in the industry.
