With the development of global economic integration, enterprises face more and more competition and challenges, and with the ever deepening of reform and innovation in the field of the modern enterprise management system, entrepreneurs gradually come to realize that the importance of strengthening the enterprise performance management for improving the comprehensive competitiveness of enterprises. To establish a performance management system which is consistent with corporate strategic objectives and is able to reflect and promote the level of employee performance can help enterprises to build a team with high performance and high execution. At the same time, performance management thoughts can also extend to many enterprise management fields. In recent years, the method of using the balanced score card as a main tool is widely used in establishing the index system for performance management. It completely promotes the correlation and operability between performance management and corporate strategic objectives.In this article, a newly established state-owned enterprise named Shandong Huarui testing technology Center (hereafter called "CRT") is chosen as the research object for studying the application of balanced score card in performance management of this enterprise. Firstly, the author further analyses the development environment of the product testing industry within which this enterprise operates and the CRT current performance management level. Secondly, newly designs performance management framework and processes which specify division of responsibilities for different departments of the company in the system, beginning with the relationship between corporate strategy, culture, organization and human resource management. Thirdly, designs key success factors and key performance indicators of this enterprise, and draws the balanced score card of staff job positions through multi-level decomposition, by implementing the balanced score card method specifically in the aspects of finance, customer, internal operation, learning and development around the strategic objectives of CRT. Finally, evaluates and analyses the application of new design in experimental unit (the operating management department of CRT). The evaluation results show that performance management can effectively improve the operational efficiency and comprehensive competitiveness by using the balanced score card.Currently, this article is the sole domestic paper that researches on the application of the balanced score card in performance management for state-owned testing organization. And, the setting of organizational form for state-owned testing agencies is still mainly in the form of public institution. These organizations have long been engaged in government mandatory and monopolistic inspection tasks, so these inspection tasks have a strong administrative mandatory characteristic. The management mechanism, marketing competition consciousness, customer service capability and execution of these organizations cannot fit the requirements of actual development level for the industry. If these organizations do not take appropriate performance management reform measures, they will lose market share gradually in the competition with multinational inspection group and private enterprises. Therefore, the research of performance management in this kind of organizations has strong practical guiding significance.
