With the development of China’s economic and international competition is becoming more and more incentive, Human resources, as the core resource of enterprise, the development and use extents of it has a great impact on the competitiveness of enterprise. Through strengthening the training of human resource, the comprehensive quality of company employee and the matching degree of staff and post can be improved. It is advantageous to enhance coordination level between enterprise and employee. The enterprise economic efficiency can be enhanced by raising the operation efficiency of all enterprise aspects. Therefore, emphasizing the training of human resource can achieve the common development of enterprise and employee.In the management of the enterprise, "People-oriented" concept is deeply rooted among the people. The development of enterprise can not be separated from the development of "talent". The quality of enterprise training system management determines the level of enterprise training quality. Moreover, enterprise training quality level determines the level of enterprise employee quality. A scientific, reasonable and complete enterprise training system is the footstone of the enterprise training operation and the effective guarantee for the enterprise to realize the maximization of the training effect.X Power Supply Bureau, as a large company, is still standing the preliminary stage about the construction of training system at present. And the fact that X Power Supply Bureau can’t deal with construction of systemic training, training resource integration and training resource application properly leads to some problems such as staff’s negative attitude to training, no specific training and contradictory between working and studying. This paper uses multi-discipline theories and methods such as human resource management, selects large regional power supply enterprises as research object on the background of power supply enterprises and state-owned enterprises, do a research on the existing problems of large power supply enterprises in the special development period and put forward corresponding optimization solutions and protection measures aiming for the integration of training resource. According to the article, the optimization of X power supply burea including five aspect, specification manage mechanism,develop training base,management mechanism of train teachers, information construction,training quality management. In order to make sure the optimization has in force,take these approach, first is rally support of administrator,The second is to build training prompting mechanism,the third is set up learning-oriented enterprise. It has a certain reference to other enterprises in electricity industry and has a positive significance for enterprises’ training practice.
