Research On Municipal Drainage Management System Optimization Byholistic Governance Of Jinan

Rainstorm water-logging, urban river pollution, regional poor drainage and sewerage-----the reasons of these problems in Jinan are not only the fundamental points such as urban geographical environment, pipeline equipment, but also the drainage management system of Jinan---- which is the internal reason. Many new public management thoughts don’t apply to the development of urban water management any more. The appearance of holistic governance which takes coordination and integration as the main method fits well with the improvement of urban drainage management.This thesis analyzes the difficulties and challenges of Chinese contemporary urban drainage management system, referring to the cases of drainage management system in Jinan,using the literature research and on-the-spot investigation. Under the guidance of holistic governance theory, this thesis combs the literature data and the course of drainage managementsystem. Theory generation, characteristics governing measures and function of holistic governance are combed, and at the same time, the present situation of drainage management system in Jinan has been made a deep analysis. Absorbing drainage management in Britain and Beijing for reference, enlightenment of domestic and foreign cases occurs, then the dilemma of Chinese contemporary urban drainage management and its reason could be analyzed. By analyzing the responsibilities and relations of various drainage management units of Jinan, observing the appearances such as drainage policy integration and coordination problems, drainage inter-departmental policy coordination problems, government public budget management coordination problems, drainage public services coordination problems, finding out the root reasons such as islanding phenomenon, isomorphic responsibility,ambiguity of power and duties, and the lack of coordination and mutual trust, then putting forward the solving ideas of management fragmentation, resource scarcity and information asymmetry. On this basis, this thesis puts forward solving strategies focusing on the drainage management such as breaking islanding phenomenon as well as the construction idea of integrated drainage management system, then constructs the concept and value of integrated drainage management system, and puts forward multiple practical construction measures.Through data processing and analysis research, this thesis discovered the applicability of Chinese contemporary urban drainage management improvement guided by the holistic governance theory. Under the perspective of holistic governance theory, this thesis puts emphasis on the integrity coordination and integration of the different levels of the urban drainage management construction, using the method of coordination and integration, which will help to get out of all kinds of troubles in the practice of management. In the perspective of overall organizational tools, you can build these holistic communication were divided into four categories of measures to optimize the management system, namely, to break the fragmented construct measures to address the scarcity of resources control measures, the integrity of the relationship between public and private construction and trust overall coordination mechanism. The construction of integrated drainage management system includes the construction of organization integrity level, overall function, integrated public-private partnership, integrated relationships between government organizations, integrated information system, integrated budget system coordination mechanism, integrated legal system coordination mechanism, integrated trust communication and coordination mechanism, application research of the sponge city----the transformation of drainage management concept. The construction of the above 9 points could have practical governance effect on the fragmentation of drainage management and the specific difficulties such as department fragmentation in many aspects, and this is also the main innovative point of this thesis.
