Research On The Problems And Countermeasures Of Multiple Subjects Participating In Drainage Management In The Northern Part Of Chengdu

With the rapid development of the city,urban road reconstruction,subway construction,real estate development and other projects,may have a negative impact on municipal drainage services.From the perspective of public governance,the government,as the main provider of public service,has the obligation to continuously improve the level of municipal drainage services;However,the limitation of modern government itself determines the limitation of its service provision-in many fields of public service,the government should actively guide other subjects to participate together.In recent years,with the continuous expansion of Chengdu city area,the original functional departments of the drainage?services are becoming more and more unable to meet increasing demand for drainage services.In this context,the functional department is gradually transferring part of the services to the private enterprise to complete;some of the construction unit becomes the provider of municipal drainage services before the completion and acceptance of the construction site;at the same time,the network governance platform under the municipal planning framework also provides an effective channel for citizens and social organizations to participate in urban drainage governance.In view of representative multi-subjects participation in urban drainage governance in the north of Chengdu,this paper discusses the ways of multiple subjects participating in urban drainage treatment and the possible ways to realize it when taking the paths and ways of the government subject,the market subject and the society subject as the main points of view,and choosing the new public service theory,the network governance theory,the holistic governance theory as the main angle of view.There are five parts in the structure of this paper: the first part is the introduction;the second part is the first chapter,which defines the main concepts,introduces the theoretical basis;the third part is the second chapter,which analyzes the typical and representative of drainage treatment in the north of Chengdu city,and compares the mode of traditional providing urban drainage service with the mode of the current multi-subjects participation;the fourth part is the third,fourth and fifth chapters,in wich the main paths and ways and the main problems of the government,the market and the society involved in urban drainage treatment are analyzed,combining with municipal drainage problems-resolving in the work cases coming from the network governance platform;The fifth part is the sixth chapter,including the conclusion and the optimization suggestion.Through the analysis of the practice about multi-subjects participating in drainage treatment in the north of Chengdu,the paper concludes that from the development dimension of city and its public governance,the government needs to strengthen own responsibility and construct the multi-platform by using the technical means.Regulate the role of the market subject,at the same time,fully guaranting the multiple participation of the multi-subjects.In this pattern,the government is the leader of the urban drainage service,the specific service items mainly rely on the market subject,and daily supervision and governance depend on the society subject.Only in this way,can the governance framework of multi-subjects and multi-participation matches the concept of Sponge City.
