On The Study Of Chinese Basic Old-Age Insurance System Construction From The Perspective Of Holistic Governance

Basic old-age insurance system in our country basically achieved full coverage for residents, however, full coverage of this system is based on a wide variety of segmentation on the basis of policy between the various policies.Due to the different payment and treatment standards, led all industries and all areas of pension levels different widely, causing a new round of "Matthew effect". China’s basic old-age insurance system in different regions and different industries, different populations fragmented, not only brought the obvious issues of social injustice, but also affected the rational flow of labor on a large scale with a valid configuration, while also restricting the full social insurance functions effectively.In order to solve the fragmentation status of basic old-age insurance to achieve the integration of basic old-age insurance,this paper proposed holistic perspective of governance.First of all as a whole defines the concept of governance, fragmentation, and seek global governance theory and China’s basic old-age insurance fragmented governance meeting point. Then introduces China’s basic old-age insurance system is fragmented status and harms, followed by holistic governance perspective on fragmentation mechanism of China’s basic old-age insurance, basic old-age insurance caused by fragmentation as the result of many factors. Including not only institutional fragmentation caused by unintended consequences, there is also self-interest leads to fragmentation of the Government’s intended result. Meanwhile, summary basic endowment insurance in several developed countries integrate governance experience. Finally, basic old-age insurance system in our country objectives, implementation strategies and the integration of specific ideas, from various sources for basic old-age insurance system in our country’s integration policy suggestions. It is to establish a universal, unified national old-age insurance system as the mainstay of multi-level old-age insurance system to realize the strategic goal of integration of basic old-age insurance system in our country. Through the application of methods of system theory on "top design" vertical management system, establishment of the old-age insurance agencies, improving the Government’s fiscal responsibility mechanisms information platform, unified basic old-age insurance, improving the social security regulation of basic old-age insurance system, demolition of double residence walls, to achieve the integration of basic old-age insurance system in our country.
