On The Institutional Innovation Of Dadong Regional Management In Xinxiang City Based On The Theory Of Overall Holistic Governance

In order to solve the problems of "hollowing out" government governance and "fragmenting" public services arising from new public management,the theory of holistic governance took the lead in the United Kingdom,and with the development of the times,its theoretical connotation has been continuously enriched and its practical path has been continuously expanded.With strong guidance and wide applicability,it has become an important theoretical tool to guide the innovation of the current government management system.From the perspective of holistic governance,we need to make overall planning of resource factor space,innovate management systems,optimize regional division of labor and industrial layout,and other top-level designs.China has carried out practical exploration on the coordinated development of the Yangtze River Delta,the Pearl River Delta,the Beijing-Tianjin-Hebei region and the provincial-level Changzhu-Xiangtan,the Wuhan Economic Circle,and the Zhengzhou Metropolitan Area on different land and space scales.Its practice path and system design have strong guiding significance.Xinxiang,as an important part of the Central Plains urban agglomeration and a sub-central city in Zhengzhou's metropolitan area,needs to expand its urban space and expand its professional service functions in order to realize interactive development with Zhengzhou and share Zhengzhou's radiation-driven functions in northern Henan.The history of the development of the main urban area of Xinxiang City and the good geographical advantages of the current eastern part of Xinxiang City determine that the best choice for the eastward development is the largest and strongest main urban area of Xinxiang City.However,due to the fact that the region involves seven administrative bodies,diversified governance leads to poor infrastructure connectivity,vicious competition for investment promotion,and an unordered layout of industries.The fragmentation of regional governance is serious.At a time when the state is advancing the reform of the administrative system in a relatively centralized and efficient manner,how to design the management system of the region at the top level from the perspective of integrated governance,achieve integrated and coordinated development,and create a core growth pole for the economic and social development of Xinxiang City.It has become a major issue in front of the rulers of Xinxiang City.In order to solve the problem of disordered development in the Eastern economy,xinxiang city has set up a platform for building and developing the "Da Dong Qu",and has carried out strategic planning and overall planning.However,due to ideology,institutional constraints and the consolidation of interest patterns,the platform has not achieved the desired results.This paper takes the Big East district of xinxiang city as the research object,combining with the current reform requirements of deepening the decentralization of administration and transforming the functions of the government,to explore the government tools to promote the modernization of the state governance capacity and system in order to guide the concerted development at the municipal level through the innovation of the management system,the promotion of institutional integration,the use of modern information technology and the application of market-based means.
