Research On Beijing-Tianjin-Hebei Traffic Integration Based On Holistic Governance

The coordinated development of Beijing-Tianjin-Hebei is a major strategic deployment made by the party and the government under the new historical conditions.Its core is to ease the function of Beijing's non-capital,adjust and optimize regional urban layout and spatial structure,build a modern transportation network system,and realize Beijing-Tianjin.As an organic whole,the three regions have developed synergistically in many aspects.Xi Jinping pointed out that "the coordinated development of Beijing-Tianjin-Hebei should take traffic integration as a pioneering field and accelerate the construction of an integrated transportation network for interconnection." As a key to regional integration,transportation is of great significance for stimulating regional economic development,promoting the construction of urban agglomerations and improving regional coordination.Many achievements have been made in the integration of Beijing-Tianjin-Hebei transportation,but there are still many problems that restrict the continuous advancement of traffic integration and the pace of regional coordinated development.Beijing-Tianjin-Hebei traffic integration is an ambitious strategic practice.Great strategic practice requires theoretical guidance suitable for it.Holistic Governance provides academic research perspectives and practical theoretical guidance for promoting Beijing-Tianjin-Hebei transportation integration.At the same time,Beijing-Tianjin-Hebei transportation integration also provides for the "sinization" of the theory new application objects.This article uses the literature data method,case analysis method and comparative analysis method to study Beijing-Tianjin-Hebei transportation integration from the perspective of Holistic Governance.First of all,it collected and sorted out the domestic and foreign research documents and achievements related to Beijing-Tianjin-Hebei transportation integration in recent years,and systematically elaborated and evaluated them.Secondly,it discussed the basis of the development status of Beijing-Tianjin-Hebei transportation integration.In the above,the development dilemma in the areas of insufficient planning legislation,economic development regional differences,inter-government administrative information barriers,limited investment and financing capacity,and poor urban transportation layout during the integration of Beijing-Tianjin-Hebei transportation were analyzed and the reasons were analyzed.Finally,views and objectives of responsibility,integration,coordination,cooperation and service based on Holistic Governance,it is proposed to reshape social mutual trust,achieve multi-party and multi-dimensional cooperation in transportation integration of the Beijing-Tianjin-Hebei government,and use big data technology for information integration and release.Improve the legal policies and system guarantees for cooperation in the field of transportation,promote the integration of regional transportation and coordinated development of Beijing-Tianjin-Hebei,and transform Beijing-Tianjin-Hebei urban agglomeration into a world-class urban agglomeration.
