Urban Water Supply Management System In The View Of "Holistic"

Following the economic development and urbanization, the demand for urban water supply in our country is continuously increasing. At the same time, water safety problems, such as water shortage and water pollution, take place frequently. Therefore, unban water supply with its gradually important position is facing huge security challenges and the urban water management is in urgent need of consolidation and integration. Since the request of "The Water Management System Reform" which is explicitly put forward in the5th Plenary Session of the15th National Congress of the CPC, the tendency of reform is arisen throughout the whole country, which can be seen from that many local governments take the integration of water affairs as the developing goals and try to found the Water Supplies Bureau to control the water resources and water affairs as a whole.The Whole of Government theory, which appeared and gradually developed in recent two years, has become a significant guiding thought for government reform. Concerning the urban water supply safety, the paper is based on the "integrated" requirement of adequate water-supplying, clean water-supplying, continuous water-supplying and balanced water-supplying and furthermore, the systematic problem existing in the urban water-supplying management which is the fundamental issue that influences the urban water-supplying safety. From the overall perspective of Holistic Government theory, this paper studies the administrative system reform models of our country in practice and provides reference to its essential part that is water management reform and urban water-supplying management system reform, which is of importance and enlightenment.As an important content of the urban water management reform of our country, the urban water-supplying management system, with the background of water management reform and the idea of cooperation, has two different reform patterns. The first one is supper-ministry system reform model of urban water-supplying management that establishes unified governmental department, of which the main features are the coherent functions and combined departments of water departments and affairs; the other one is the discrete reform model of urban water supply department which means that different decentralized departments do the management in accordance with procedures, of which themain features are decentralized functions and parallel departments. So apart from thesituations of urban water-supplying management of our country, the paper also payssignificant attention to the discrete reform model---the Jinan urban water supplymanagement model. From the whole perspective of urban water-supplying safety, the paper, guided byHolistic Government theory, analyses the current situation of water management system ofour country and two reform models. Although the super-ministry system reform model ofurban water supply management has began to demonstrate reformation awareness ofcooperation and collaboration, its feature that physical combination and separation duringthe practice disobeys and actually fails to implement the idea of cooperation andcollaboration. Instead, it produces management system problems, such as fragmentationand improper system, which will definitely influence the process of reform. Comparativelyspeaking, Jinan urban water trisection system reform is a discrete water-supplying reformpattern. It demonstrates the awareness of cooperation and collaboration and reaches theeffect that "Although the discretion model, the departments are unified actually" in thepractice, but there still exist the problems like ineffective coordination and ambiguousduties. Against above problems, the paper will focus on the government and further putforward the "overall" idea and frame of urban water management system reform of ourcountry from three levels---idea structure, legal restraints and mechanism improvement,which will provide new reform ways and suggestions to the urban water managementsystem reform of our country.
