In order to break the current drawbacks and limitations of co-regulation, given the fragmentation of the management issues and services during the New Public Management cracking provide theoretical solutions to this article by introducing holistic governance theory and related public management theory and econometric methods proposed food safety analytical point regulation, improve on strategies and safeguards, it also can provide effective countermeasures and suggestions in response to the current plight of China’s food safety supervision. At the same time, it has important theoretical and practical significance of the depth and improving our food safety regulatory.First, this article based on the comparison of the food safety regulatory and reform paths for different period of economic and social development of our analysis are summarized extract general features of food safety regulatory reform, the historical issues and the corresponding improvement ideas, on the basis of successful experience in food safety supervision work of five from clear overall coordination functions at home and abroad, integrated regulatory responsibilities, enhancing social regulatory power, improving risk warning mechanism, strengthen legislative enforcement mechanisms under the clear theoretical guidance to improve the integrity of governance points.Secondly, the core substance of holistic governance theory as a guide to the relevant public governance theory and econometric methods to support, from the source treatment, the whole process, the interests of the three levels of innovation and holistic analysis explores the dimensions of China’s food safety regulatory system proposed help to promote China’s food safety regulatory system integrity innovative four in one point, that is the integration of governance structure, conflict between the interests of coordination department, integrated action accountability, integrating diverse regulatory information.Again, this article combined with the overall pattern of most of the reform of the regulatory requirements from the market to improve policy dimension, a dimension of information technology to improve the policy, strategy and improving the collaborative dimension discusses China’s food safety regulatory as a whole range of issues to promote innovative strategies in four areas, from the target integration, functional integration, information integration, collaboration, integration of food safety regulation proposed overall strategy to promote institutional aspects, carding a clear framework to improve the integrity of our food safety regulation.Finally, this article rely on China’s food safety regulatory system a series of problems in changing the level of regulatory functions, integrated market dimension, information dimension, a dimension of collaborative strategies to improve the regulatory regime proposed include promoting regulatory capacity steadily, promoting the comprehensive evaluation of the regulatory effect, guiding socialization interdepartmental collaboration, accelerating public service system and supervisory laws in five areas of China’s food safety regulatory system reform safeguards can achieve overall governance of food security, enhancing regulatory effectiveness and systematic effectively.
