In this paper, the main content is the study of Toyota motor finance (China) co., LTD., in the performance appraisal system, design and application of the balanced scorecard guidance.After China joined into the WTO, and the Administrative Rules Governing the Auto Financing Company and the rules for the implementation came out in 2003, foreign auto financing companies began set up from 2005 in china. After 7 years, there were more much changes in auto financing market. In recent years, China’s auto market has been continuous growth, the annual car sales were on the rise but with the increase of automobile production, sales, and ownership, the recent car inventory pressure increasing. With the auto makers to sales promotion, more and more regions appeared more serious traffic, congestion phenomenon, more government restrictions, automobile market has changed from a seller’s market into a buyer’s market. Car sales, as the car is becoming more and more fierce market competition, the profit is more and more thin, the car began to turn to the bus at profit margins of financial and after-sale link. Automotive financial services has become the industry value chain on the most valuable and most dynamic link, its development of auto industry and auto play a huge role.Toyota in 2011 after the Japanese earthquake, Thailand flood capacity brought about by the crisis, in 2012 the outbreak of the Diao Yu islands event Toyota in China once again through winter. In 2011 in mainland China market sales to 883000 vehicles, sales amount 840000,2012 compared with 2011, down 5.2%. As to promote sales for the mission of Toyota Toyota motor finance (China) co., LTD. (hereinafter referred to as "Toyota financial"), it’s in such market conditions, how to do better to promote Toyota sales will need to establish a sound performance appraisal system.In this paper through literature method, survey method, comparative method and descriptive study of Toyota and Toyota auto sales market of financial market in China is analyzed, and the advantages and disadvantages of joint Toyota finance itself make a SWOT analysis, make Toyota financial strategy in detail, using the four aspects of balanced scorecard design strategy map, that Toyota’s financial indicators and weights. Joint Toyota financial characteristics and organizational structure of the company’s business level in the company of the balanced scorecard design tried to departments and individuals on the basis of decomposition, and elaborate on the level of department of balanced scorecard indicators set methods.The purpose of this paper is to be able to Toyota’s financial strategy setting, be used for reference in management and performance appraisal, and help.In the end of this paper, the company BSC has been set up, and descripted how to cascade the KPI, and propose more much suggestions for issuing BSC.
