Performance management decomposes the enterprise strategic objectives into each business unit, then each position. And the performance goal of the position is achieved by the employee. Therefore, to manage, improve and increase each employee's performance, thus improving the overall performance, productivity and the value of the whole corporate, and the competitive advantage of the company will also be increased.Now, with the continued rapid growth of national economy, coal, as the most basic energy, its demand increased steadily, and its prices continue to rise. National coal industry especially the large state-owned coal enterprises, they have adequate funding and the situation of the industry is excellent. But these are the macroeconomic environment brought about. Actually, the development of enterprise performance and efficiency of growth is slow and even facing many of the internal management problems, which is precisely the core of the management of human resources management issues. Restrict the development of enterprises has become a "short board." How to effectively mobilize the organization and individual initiative and creative potential, continuously improve the performance level of employees is the core of any organization concerned with the problem. Whether concerned about the organization level, individual level, or during any level of performance should be targeted for effective management of performance.This paper, as the background of SHJ Coal Mine of Xuzhou Coal Mining Group, first, a questionnaire survey and data analysis methods, the current situation and existing enterprise performance management analysis of the fundamental problem; then used for the current status and problems of an effective national popular strategy-oriented performance management and strategic management tool - to design the Balanced Scorecard performance management system. In accordance with the implementation of the process, establish a sound system and related forms the Balanced Scorecard management system; and then the design process on the performance management system to summarize and analyze the existing problems and shortcomings. To performance management systems through improved to enhance the company's management and operational strength to make contributions and wish also trapped in the performance management for the Development of state-owned enterprises to provide a useful reference.
