The success of an enterprise not only depends on the right strategic positioning, but also depends on the powerful strategic execution. Performance management is an important management tool which guarantee executing strategy. The traditional financial indicators which as the core of the performance assessment only could reflects the evaluation of operating results, could not fully evaluate the performance of the organization. Balanced Score Card, as a kind of effective performance management and strategic management tool, could systematically carding of organization strategy to form clear target, theme, path and resource allocation, which turn strategy target into a series of specific tasks to show the clear path of achieving the goals.In this paper, we research how to combine the balanced score card theory with the management demands of F automobile group, to form a set of strategic performance management plan suitable for the development of F group. Through strategic carding to form strategy target and strategy theme which is clearly, horizontal coordination and supporting. With the overall strategic targets and themes as the input, draw the strategic map through the strategic priority analysis, key success factors questionnaire analysis and balanced score card support analysis. The strategic map is logically constructed in four dimensions, which are finance, customer, Internal process, learning and growth. Formulate key performance indicators of the group level based on key success factors in the strategic map and annual business plans. According to the function system division and molecular company business positioning, decompose group level key performance indicators, that is key performance indicators, through tracking, review and evaluation of key performance indicators at all levels, to control the group's strategic support measures, Incentive managers and staffs executive group strategy, ensure the realization of strategic target.
