At present,the expansion of the Internet from life consumption to real production trend is unstoppable,represented by Internet,cloud computing,big data in the information industry and traditional industry to accelerate integration,software development business also.If an innovative small and medium-sized enterprise with software development as its main business,it wants to achieve rapid and stable development.Then it is very important to establish a reasonable strategic goal and the performance management system which is matched with the design.At home and abroad this paper refer to the latest theoretical research and practice of the balanced scorecard application results,using the methods of questionnaire survey,statistical analysis,interview,according to the DZ company in software research and development as the main business,and have the basic conditions of the typical characteristics of innovative small and medium enterprises,for their design based on the balanced scorecard performance management system.Firstly,it lays a theoretical foundation for the design of the performance management system through the related concepts of performance management and the introduction of common performance management tools.Then,the performance management of DZ company was analyzed.Then,through the external environment analysis,internal environment analysis and SWOT analysis of DZ,the company's strategic objectives were further clarified,and the company's strategic map was drawn up.Then,the strategic objective is decomposed and the index weight is determined to form the key performance index.Finally,in order to further promote the smooth implementation of the performance management system,the corresponding performance management guarantee implementation system has been put forward.At the end of this paper,the conclusions of this paper and the further studies are further discussed.
