In recent years, with the continuous development of reform and the improvement of management level in Daqing Oilfield, as an effective tool of management, performance management had been preliminary applied and obtained some results. But as a stated large enterprise, the promotion of performance management in Daqing Oilfield is mainly from the policy of department of higher authorities, belonging to policy promotion, mainly focusing on the value tendency and institution arrangement of performance management and so, technical research on performance management is less, short of a performance management system combining the theory with practice, thus it's necessary to try to seek a more matured tool from some successful performance management methods of enterprises at home and abroad and combine with the actual situations of the stated enterprises, transplant it into the oilfield enterprises.In the paper, starting with the research of performance management, the merits and demerits of all kinds of management methods are summarized and contrasted; the knowledge of the theoretical superiority and application feasibility of the balanced scorecard in oilfield performance management are deepened. Based on it, using the application practices of enterprises at home and abroad, combining the actual situations in performance management of the No.4 Oil Production Factory in Daqing Oilfield, a new performance management system of balanced scorecard is constructed to satisfy with the need of advanced and practical applicability. By developing application research, the strategic target and key successful factors of the No.4 Oil Production Factory are analyzed systematically, four aspects of index system is designed including finance, customer, internal process, study and development, a newly performance appraisal system is constructed. And the weight of the index is determined by AHP method, synthetic evaluated by historical data and the profession range pole, thus in the course of implementation in Daqing oil production factory, the technological chain of performance management system of balanced scorecard is solved, the effects of subjective factor in performance appraisal are effectively avoided, helping the performance management of balanced scorecard become an effective tool to realize the strategic target of enterprise and lift the management level of the oilfield, and providing a detailed experience for Chinese oil enterprises to use correctly the balanced scorecard.
