The concept of competency is made in the 20th century to the sixties and seventies, it has been proposed since the competency, they received widespread attention in favor of human resources management and business-related managers.More and more managers of the competency as a tool to improve employee job performance, employee competence that the study can be applied to recruitment, performance appraisal, training, promotion, etc., by improving the job performance of employees, Further enhance the company’s competitiveness.This paper analyzes the current situation of human resources structure and organization of the board’s ho basis, according to Hao Teng company’s strategic requirements and capabilities of personnel requirements, select Hao Teng company’s sales manager, production manager, research and development manager based middle managers The main object of study, after analyzing the characteristics of job competence analysis and build competency model. Study concluded that Ho board’s middle management competency model consists of three parts:the core competency-All employees must have, for any job, basic competence in each-items needed for the work have the basic quality, professional competence-applicable to the basic quality of a job. Hao Teng company by establishing three middle managers job competency model, the model is applied to ho board’s recruitment, performance management, employee training and incentive compensation may be provided for reference and help Hao board’s human resources management.
