Food and drug safety issue has become a hot issue of social concern. China is a developing country with a large population, the industrialization and the historical period of rapid urbanization is serious. The entities of food and drug production and business are "small, scattered." The level of food and drug industry is relatively low. At the same time, in the field of food and drug safety, there are many problems and their potential risk can not be underestimated. In particular, food quality and safety incidents have occurred, and some are even suspected of serious security incidents crimes, their nature were serious, their means were very bad, their social impact were very bad. Therefore, the establishment of a unified and efficient food and drug safety supervision system, with every aspect of the food and drug industry chain is included within the scope of the regulation, and giving full play to its regulatory effectiveness, has important practical significance for China to maintain rapid and stable development. Currently, the Food and Drug administration reform has become a priority of the State Council and local levels of government work. In 2013, the State Council issued guidance on the reform of local food and drug supervision and management system. Opinion points out that, in order to reduce the regulatory aspects, to ensure the coordination of joint up and down, to prevent systemic risks in food and drug safety, provincial, municipal and county governments can set up food and drug regulatory agencies in principle with reference to the State Council Food’s method of integrating the management functions and institutions. Opinion has been issued for two years, how the effective of reform is, this article will make clear exposition, and discuss the pros and cons of this system. This paper concludes with recommendations.
