"The basic of a country is the people, the most important thing for a person is food, the basic need for food is safety." Currently with the development of the economic level, people concern more about food safety, drug safety and effectiveness issues. In the economic transition and social transformation period, China’s food and drug safety issues presents the features of that many kinds of problems exits, contradictions and risk aggregation. The case of selling counterfeit and shoddy, toxic and hazardous substances illegally added-based food and drug crime is typically complex, and involving huge amount. The channel for selling fake goods shift from traditional physical channels to internet and other new channels; the production ways developed from cottage to cross-regional group and large-scale, the of the crime of illegal covert means grew complexity. In the logic of developing the local economy, formed a "more, small, scattered, low," the regional pattern of the pharmaceutical industry, the probability of occurrence of security concerns and the potential risk increased. With the reality of "prone period" of food and drug safety incidents, the state reformed food and drug safety supervision and management system, correct regulatory overlap both the original system, but also the regulatory "blind" is not conducive to the lack of institutional responsibilities. Formed Food and Drug Administration, integrated organization and responsibilities and constructed a regulatory structure covered the entire process from source to consumer, and achieved a unified supervision of food and drug administration.Food and drug safety is a major and basic livelihood issue. Central see strengthen food and drug regulatory system construction as an important task of steadying growth, adjusting structure, promoting reform, improving people’s living standard. How to improve the regulatory system from central to local and grassroots level, and establish the police of decision-making, implementation and monitoring system of the whole process from production to consuming, and ensure the normal operation of agencies; for the comprehensive reform of market regulators set counties (cities, districts), to ensure that the food and drug regulatory capacity has been strengthened in regulatory resources integration. This becomes an important research in the areas of current administration reforming. The subject of this research is "Study on the institutional reform of food and drug administration." And I used holistic governance theory, government functions theory, organizational change theory and administrative ecology theory, to analysis the reform of food and drug regulatory agencies, such as the motivation and history. Use City Q of Province H as particular case, to explore the current situation and problems of Food and Drug Administration of city Q, and propose the path and program suit the reform fact.This paper is divided into seven sections:The first part proposed the background, significance of the research. And identified the definition relevant to Food and Drug Administration and administrative reforms, carded the theory of holistic governance, government functions reform, Ecology administrative and relevant literature. These theories and definitions helped to the process and result of the research about Food and Drug Administration agency reformation of City Q, province H.The second part describes the process of administrative reformation of Chinese food and drug administration agencies. And it divides food and drug administration system reformation into four phases:separation of the regulatory phase, integration of the regulation phase, sub regulation phase and integration and sub regulatory phase. Thus concludes the new requirements of the food and drug regulatory reformation.The third part analyzes the motivation of Food and Drug administration reformation under big department system model. This article summarizes the motivation as internal and external parts. External motivations are:the need to improve the administrative system with Chinese characteristics; need of building convenient and efficient service-oriented government; need of suit the executive ecological environment change. Internal motivations mainly are:the needs of the nature of government administration and the needs to respond to current institutional setting function missing.The fourth part analyzes the case of Food and Drug Administration Institution reformation of City Q, Province H. Analyze the twice institution set up regulation, functions adjustment and personnel measures of the Food and Drug Administration Institution reformation of City Q, Province H. Summarizes the successful experience of the Food and Drug administration reformation, mainly logistical support system and progressive organization promoting institutional reform program.
