Study On Reform Of Management Of Jiangxi Administrative State-owned Assets

Over the past 30 years, China’s reform of the administrative system has deployed all-round and gradually, experienced a series of centralized reform which is very rich in content and wide in range, both including adjustment of the function and mechanism, the innovation of operating mechanism and management mode, the reform of government department, and the coordinated reform. Especially this government determined to promote the reform of the administrative system promptly and opportunely, the priority of the government work is "to promote the new breakthrough in important fields", including the reform of the administrative system. Under the leadership of the central government, the reform of the administrative system in our country has made historical progress and effectiveness, which requires to reform the management of national assets of the administrative institutions, in order to meet the administrative management system reform and to perform the functions of security and service government better. Under this background, how to adapt to the reform of administrative management system, to serve the government perform their duties better and to promote economic and social development, has become the problem which the government must solve.This paper uses literature analysis method, historical research method, comparative research method, theoretical analysis method, case analysis and so on, to make the management of national assets of the administrative institutions as the research object, to reform the state property management property management center of Jiangxi administrative unit as an example, makes a systematic study on the administrative institutions of state-owned assets management reform from theory and practice. Firstly from the research background and significance, research ideas and content, research methods and innovations are summarized, and reviews the research of government domestic asset management, introduces the relevant concepts and theories research, carried out a comparative study of Chinese and foreign government asset management mode, and on this basis, detailed analysis of the present situation of the management of the state-owned assets of administrative institutions of Jiangxi Province, makes a case analysis, based on this, puts forward some countermeasures and suggestions on the reform of state-owned assets management of administrative institutions of Jiangxi Province, namely the optimization of state-owned assets management system, to promote the "three combination of asset management, establish and adjust the sharing mechanism and realize the integration of state-owned assets management" and "excellent performance". The countermeasure suggestion; especially for the problem of low efficiency of management of state-owned assets in administrative institutions, the construction methods of evaluation index system of state-owned asset management performance administrative institutions, the preliminary design of the asset quality, integrity, efficiency, benefit, development and other five major categories of indicators, in order to provide guidance for the administrative institutions of state-owned reform and practice of assets.
