Research On The Issue And Countermeasures Of Effectiveness Of Fixed Assets Management System In Local Administrative Institutions

The fixed assets of administrative institutions in China are an important basis for the government to serve the society.With the rapid development of economy and science,the speed of asset renewal is increasing day by day,and the central government has proposed to practice strict economy and lead a thrifty life,which poses challenge to the asset management of administrative institutions.In response,the ministry of finance has repeatedly issued documents to put forward new requirements for the asset management work,and has carried out large-scale property right registration and asset bottom check nationwide in succession to continuously strengthen the asset management.The fixed assets management system of local administrative institutions has gradually fallen behind the pace of The Times,and its effectiveness has been greatly reduced.There are some problems such as unreasonable system design,imperfect management mechanism and inadequate system implementation.This paper takes the effectiveness of the fixed assets management system of administrative institutions in Kunshan economic and technological development zone as the research object,and discusses relevant issues.The paper points out that the administrative institutions in Kunshan economic and technological development zone have problems in the effectiveness of fixed assets management system,which are mainly reflected in:(1)the update of fixed assets management system is not timely;(2)the fixed assets management responsibilities are unclear,and the financial department holds several positions;(3)the fixed assets management system is not detailed enough,and its operability is not strong;(4)the fixed assets management system lacks effective reward and punishment methods;(5)the fixed assets management information system is backward and the degree of informatization is not high;(6)the internal control system of administrative institutions is not perfect and the implementation rate is low;(7)lack of sharing of fixed assets among units and low efficiency in use;(8)the staff of administrative institutions have a weak sense of property rights and a low degree of specialization.In view of the problems that have been revealed,This paper provides eight countermeasures for the effectiveness of the fixed assets management system of administrative institutions in Kunshan economic and technological development zone:(1)improve the problem awareness and ensure the system update;(2)clarify the responsibilities of asset management and strengthen the linkage between departments;(3)improve the fixed assets management system to improve operability;(4)establish a performance appraisal system and strengthen the accountability of fixed assets management;(5)to build a sound fixed asset management information system;(6)improve the internal control system,improve the efficiency of asset management,introduce the reward and punishment system,and ensure the implementation of internal control;(7)build a resource-sharing platform and raise the benefits of fixed-assets;(8)strengthen the training and publicity,and strengthen the awareness of property rights and professional level of the staff of administrative institutions.
