Administrative institutions are the significant foundation for the government to perform the social management function, promote enterprise development, provide public services, and maintain social stability. State-owned asset is a vital component of China’s state-owned economy. With the deepening of economic reforms, the scale of state-owned assets is increasing more rapidly. The management of state-owned assets has become a highlighted social contradiction. Many problems exist, such as inventory accounts inconsistent, lack of management consciousness, arbitrary disposal of assets, erosion of state assets. To strength the management of state-owned assets, is beneficial to promote the development of national economy, save the financial funds, establish efficient and clean government, and build a resource-saving and harmonious society.The article first presents the implication and classification of state-owned assets, and reviews the relevant theoretical research. Based on analysis the current situation of the management of state-owned assets of administrative institutions in Lingwu, summarizes the problems that the assets allocation is unreasonable, the use of assets is inefficient, the governmental executive ability is insufficient and other issues. By studying the equity theory, public choice theory and principal-agent theory, combined with the actual situation in Lingwu, the author put forward to the corresponding suggestions such as strengthening the awareness of managing state-owned assets, promoting the reform of state-owned assets management system, improving the internal and external supervision, taking full advantage of the assets management information system and establishing an effective evaluation mechanism.
