Study On The Fixed Assets Management Of The Administrative Institutions

As an important part of state-owned assets,the fixed assets of administrative institutions are the important material basis for the government to fulfill the functions of social management,provide public services and promote the development of the enterprise.Strengthening the administrative institutions of the fixed assets management,preventing loss of state-owned assets,improving asset utilization efficiency,is the inevitable requirement of construction of law government,innovative government,honest government and service government.Since 2006,the importance of state-owned assets management has been gradually improved,and the ministry of finance has issued interim measures aimed at standardizing the management of state-owned assets in administrative and public institutions.Then with national assets inventory as a starting point,with "two interim measures" for the master plan,the asset management system has been gradually improved,the requirements to elaborate management has been refined,the application of informatization management has been promoted.The administrative institution of state-owned assets management gradually develop on the right track.But as a result of long-term influence by the thought of "capital,assets",there exists the phenomenon of uneven,insufficient recognition of parts to the asset management work,inadequate investment,poor management.The imperfect system and the poor management basic,has become a bottleneck restricting the development of asset management work.In this paper,the author uses the method of investigation and literature analysis to study the fixed assets management of the city's administrative institutions.The author combed the Gaoyou administrative institution of the fixed assets management system of the history and present situation,and found that the city had set up asset management system,standardized the details of public house rental,asset disposal and the operation of the property right registration process.It had actively promoted the use of assets management information system,and attained to promote the tube and strengthened asset supervision and inspection.Generally speaking,the management of fixed assets in the administrative institutions of Gaoyou city is developing in a benign direction.However,compared with the tasks,objectives and main contents proposed in the theory of state-owned asset management,there is still a large gap in the market,and there is still a long way to go for asset management.Firstly,the system of management is not perfect.For example,there are no supporting systems such as asset inventory and asset allocation,and the internal control system of assets is also in the form.Secondly,the basic work is not solid,such as the financial,asset account,card,is inconsistent with the real situation,and asset inventory work has not been active on a regular basis,property right registration work has not been comprehensively thorough development,etc.Thirdly,the use of the asset management information system is not standardized,and there is a problem of incomplete system information registration,low operation quality,lagging behind the system and poor security.Aiming at solving these problems,the author analyzes the causes of the problem from man-made factors,hardware equipment and system construction,saying a lack of concept understanding,lack of management power input,assessment of rewards and punishment system is a major cause of these problems.In view of the problems and causes of the asset management in Gaoyou city,the author puts forward three Suggestions:Firstly,strengthen the investment of the people,and consolidate the management foundation.Increase investment in human,to make a professional asset management team.Increase financial input,to build security and stability of the network environment.Strengthen inspection and the basic work for the asset management.Secondly,we should strengthen publicity and training to raise awareness level.Thirdly,improve the system construction and standardize the behavior of asset management.In order to improve the system of asset inventory and allocation,we should set up the system of reward and punishment,and ensure the relevant implementation.In this paper,the author studys on the fixed assets management of Gaoyou city,aiming to push forward local asset management work,meanwile,hoping to provide certain reference for perfecting the administrative institutions of the fixed assets management work.
