Study On The Efficiency Of State-owned Assets Allocation In Administrative Institutions

With the rapid development of China's economy and the gradual establishment of public finance system,the total size and scale of administrative assets has been expanding.The various types of assets of administrative institutions are an important part of state-owned assets.It is the material basis for carrying out public service activities and fulfilling social management and public service functions by administrative institutions.For a long time,China's asset management departments should attach importance to the management of profit-making state-owned assets,while ignoring the administrative management of the state-owned assets,resulting in the allocation of state-owned assets of administrative institutions uneven,inefficient use,disposal is not standardized,waste of assets idle,loss of state assets and other phenomena occur,this makes the problem of the management of the state-owned assets allocation of administrative institution outstanding and become the focus of economic and social development.Strengthening the management of state-owned assets of administrative institutions can help improve the efficiency of financial allocation of resources,improve the public financial system and the transformation of government functions and the requirements of building a harmonious society.The paper discusses the efficiency of state asset allocation of administrative institutions of the central government in Ningxia.Using scientific theories such as public finance,public goods,resource allocation and performance budgeting and adopting the methods of investigation,such as literature research,comparative analysis,interview method,questionnaire survey,case analysis,and public evaluation method to conduct a comprehensive investigation and study on the allocation of state-owned assets of the administrative institutions of the central government in Ningxia.The purpose is to find out the status of state-owned assets allocation of administrative institutions,performance evaluation of state-owned assets allocation efficiency.Finally,combined with the actual situation of the state-owned assets allocation of the administrative institutions in Ningxia,the paper puts forward some countermeasures:improving and perfecting the standard system of asset allocation;adhering to the combination of asset management and budget management;establishing a mechanism for the consolidation and sharing of assets;improving asset management information system and promoting asset allocation performance management.To provide practical reference and policy reference for government departments to further improve the efficiency of the allocation of state-owned assets and improve asset allocation management.
