Research On Informationalized Supervision On Administrative Assets

In our country, administrative assets are important part of State-owned assets, which also are indispensable material base for the development of economic society and the implementation of government function. Supervision on administrative assets plays an important part in State-owned assets management and public finance in China. For a long time past, managerial reforming of State-owned assets paid particular emphasis on profit parts. Managerial reforming of administrative assets have lagged behind and have had many problems. With the foundation and improvement of socialist market economic system and public financial system, the scale of administrative assets is expanding with a remarkable speed. In the period of computer and Internet technology highly developing, to accelerate the utilization of information technology in the management of administrative assets becomes anevitable choice for building a low-cost, high-quality, and serviced-oriented government.Building powerful information-based supervision system on administrative assets, maximizing the efficiency and minimizing the cost of supervision on administrative assets are the aim of this study. From the view of our practice, the paper has combined theory with practice, qualitative analysis with quantitative analysis, and has actively explored to establish the supervision systern and functional mechanism of administrative assets compatible with socialist market economic system by employing Economics, Publie Administratio, Computer Sciences, etc.Firstly, the paper has given a brief introduction to concept of administrative assets, present management, and problems in management. Secondly, combined economic theory analysis with supervisory practice has pointed out that informationalized supervision is an effective medium for minimizing the administrative cost. Thirdly, based on the informationalized management experience of worldwide government and economic theory, the paper has constructed the informationalized regulation model of administrative assets, including the following aspects:objectives of regulation model, subject of supervision, and general design for informationalized supervision system. Finally, this study has put forward the thinking way which can continually enhance informationalized supervision on administrative assets, such as widening the informationalized practice range, enhancing standardization, pushing application of the electronic Seal and electronic Signature, etc.
