The process of deepening fiscal system reform,building public finances and building a clean government has always been an important indicator for measuring national progress and social development.The report of the 19th CPC national congress proposed to deepen the reform of the institutional and administrative systems,and emphasized the acceleration of the establishment of a modern fiscal system from a global and strategic perspective.The deepening of the reform of government system and the gradual clarity of the reform framework of fiscal and taxation system will inevitably require corresponding changes in the management of state-owned assets of administrative institutions to adapt to each other's development pace and better guarantee the government's performance of public service functions.At the end of 2017,the CPC proposed to establish reporting system of state-owned assets management to the NPC,and issued relevant documents.The state-owned assets management of administrative institutions once again attracted people's attention from the national level.At present,China's economy is in a stage of high-quality development,which is the development requirement of the new era.In the new era,how to establish the reporting system of the state-owned asset management to the NPC and promote the development of the state-owned assets management to the refined high-quality rank,and jointly promote the high-quality economy development with the reform of fiscal and taxation systems and government systems has become an urgent problem for current governments.This study takes the state-owned assets management of the administrative institutions in Dongfang city as a case study.From the perspective of the empirical analysis of state-owned assets management in the city and using the public finance theory,the principal-agent theory and the performance evaluation theory as the theoretical basis of this study.The principle of empirical research is based on the combination of literature collection,comparative analysis,individual case analysis and investigation.Through data citation and charting,systematically study the current problems of state-owned assets management in the administrative institutions of Dongfang city.At the same time,in conjunction with the "Dongfang Commercial Bureau Rent Case" in 2017,explore the common reasons for the problems in the management of state-owned assets of the administrative institutions in Dongfang city,including lack of management awareness,imperfect management system and regulatory regime,weak supervision,unsettled assessment mechanism,unskilled business quality of managers and imperfect information system etc.On this basis,according to the principle of individuality and commonality,from changing management idea,perfecting management system,optimizing the regulatory system,establishing assessment mechanism,and strengthening the team construction,building a information sharing platform to perfect the state-owned assets management of administrative institutions.Especially in view of the problem of ineffective combination of the state-owned assets budget,finance and state-owned assets management in administrative institutions,this paper preliminarily studies and designs four first-class assessment indicator such as guarantee level,asset efficiency,complete safety and management ability to evaluate the quality of the state-own assets in order to improve the state-owned assets management level.Carrying out research on this topic is an urgent need to provide the NPC with a clear account of the state-owned assets and to establish the reporting system of the state-owned assets management to the NPC.
