The development of tourism industry needs to change the nature of t he land. To realize the smooth development of the tourism industry, the s ociety needs fairness and justice to achieve social harmony and stability. The problem of land expropriation in the resort is always the focus of fair ness perception problem in the process of tourism development. The resid ents in the resorts have generally a clear sense of the development of the basic framework of basic laws and the relevant interests, so they will natu rally focus on the government, developers and residents themselves and a ll kinds of power and right distribution imbalance problem. Many residen ts in the resorts have different levels of conflict with other stakeholders fo r land development rights, the right to use resources, equal rights, interest s and distribution, which becomes the main contradiction in the formation of tourism development.
