On January 15, 2015, the state council issued the document:“reform decisions on endowment insurance system of staffs in government institutions”. This document indicates that pension dual track which has been criticized for many years finally began to break. However, this document is only a kind of superior design of civil servant endowment insurance. As for its concrete reform implementation plan has not been published. Since 1993, Shanghai, Shenzhen and other cities have already begun to reform civil servant endowment insurance system, but there are some problems in the above cities’ reforms. What’s more, we can benefit a little from their reform. Therefore, under this kind of background, it is necessary to work out a reform method which is applicable to the whole country. This research possesses important both theory and practice significance.This study takes historical institutional perspective to study reform routes of civil servant endowment insurance system. The dissertation consists of five parts. The first chapter is introduction which mainly points out the problems related to civil servant endowment insurance system and its significance, defines related concepts, review foreign and domestic literatures about civil servant endowment insurance system and points out innovations and shortcomings of this study. The second part is the history and reform review of the civil service pension system. it mainly adopts theories on historical institutional perspective to analyze and comment Chinese’s civil servant endowment insurance system. Meanwhile, this part also takes Shenzhen as representative to discuss the reform experience that can be learned in its reform. The third part is learning from foreign experience. It mainly discusses reform experience that can be learned in foreign countries’ reform in civil servant endowment insurance system. The fourth part works out a plan for civil servant endowment insurance system on the base of the above studies. This plan consists of the following three aspects: first, demonstrate reform routes that applicable to the present civil servant endowment insurance system; second, elaborate related supporting measures that should be published or undated; third, points out an optimal design of civil servant endowment insurance system based on the superior design of civil servant endowment insurance system. The last part is conclusion which mainly includes three aspects. Firstly, we begin to reform civil servant endowment insurance system, but there is still a long way to go. Secondly, from the perspective of technical routes, in the early stage reforms of Chinese’s civil servant endowment insurance system should adopt nominal accumulation of social collection and personal account model, and in middle and late stages we should adopt real accumulation account of social collection and personal account model. Thirdly, reforms of Chinese’s civil servant endowment insurance system are very complex, which not only relates to system itself but also relates to the reforms and adjustments of salary system, financial system, capital market and legal system.Compared with previous studies, this study possesses the following three innovations: First, expand research angles. This research takes historical institutional perspective to study reform routes of civil servant endowment insurance system. More importantly this research constructed a theoretical and analyzing framework for reforms on civil servant endowment insurance system. Second, this study made a comprehensive exploration and design on reform routes, related reform measures and reform routes under system framework on civil servant endowment insurance system. Third, on the base of the previous studies, in accordance with the special financing modal of Chinese civil servant endowment insurance system, this study made a budget on reform costs and benefits under two different reform routes.
