Research On The Reform And Development Of Civil Servants Old-Age Security System In China

In2006, China formally promulgated the civil servant law of the People’s Republic of China, the civil service system was confirmed in the form of law for the first time, it also showed that the reform of the civil service system had been put on the agenda of our government work. In January2009, the government put forward the reforming of endowment insurance system in five provinces of China. And at the same time, Chinese government developed the draft of Social Insurance Law, which shows that the civil servants pension insurance reform had become the focus of people. The reform of the civil servants endowment insurance can not only stable civil servants, but also is the guarantee for the live in retirement of civil servants. So it should be more reflected the professional features and be more suitable to our national condition.This paper is based on the theory of social security and social insurance. By reading the relevant literature about the civil servants endowment insurance both at home and abroad, absorbing the experience of foreign reform and exploring our own defects of pilot reform. By listing abroad typical national civil servant pension system reform, absorbs the essence of their reform. Through in-depth studying of pilot areas in China, finds the present problems in the process of reform and the influence of related supporting policies to the civil servants pension system reform. This article is divided into five parts:the first part contributes to understand the problem, illustrates this thesis’s research background, research purpose, research significance and the present status of both at home and abroad. The second part puts forward problems, through researching the evolution system and the situation of part pilot areas, analyzing the current status of civil servants pension systems in our country as a practical analysis. The third part are the analysis problems, it puts forward problems through the second part, aiming at the disadvantages of current system and facing the barriers of the reform, and analysis the main reasons for the problems. The fourth part combine reform process of the foreign civil servants pension system with the related measures analysis, finally find some common points. The fifth part, according to China’s national conditions and reality of civil servants pension system, puts forward policy suggestions of the system.
