Research On The Reform Of Chinese Civil Servants Endowment Insurance System

The endowment insurance system of civil servants in China now faces twochallenges.As China has entered old-age society,the government financial pressure onpension is increasing.However,China’s endowment insurance system is Two-trackSystem：one track is civil servants pension system，which pension is all payed bygovernment,without civil servants’ accumulation of payment; While the urbanenterprise workers’ pension is from two ways,one is overall social planning,the otheris the individual account. Reforming the existing endowment insurance system forcivil servants, not only can reduce the financial burden, but also can make civilservants’ and enterprise workers’ level of pension benefits more fair.First, Define what is Endowment Insurance,then introduce the history of China’scivil servants endowment insurance system, current situation and existing problems,the core issue is the "Two-track System " which has brought great inequity betweenenterprise workers and civil servants, other problems are causing serious financialburden,and hindering rational allocation and flow of human resources.Secondly, via the comparative study of foreign civil servants endowmentinsurance system to find out what China can learn from the experiences of thesecountries. Germany, Singapore, United States, India, and Australia, whose civilservants pension systems are typical.Via comparing wheather the civil servantsendowment insurance system is a unified system with other groups, methods of fundprocurement, the level of pension benefits, can sum up their advantages anddisadvantages, then draw the implication to the reform of China’s civil servantspension system, namely to set up a multi-level, partial fusion, partly funded system.Finally,give some proposals for China’s civil servant pension system reform,including the establishment of a multi-level civil servants endowment insurancesystem, the introduction of accumulation mechanism for more emphasis onindividual responsibility, civil servants are also involved in endowment insurancecontributions,and partly integration with other groups to establish the endowmentinsurance system.
