Exploration Of The Pension Insurance System Of Chinese Civil Servants

With the perfection of Chinese market economy and the wide acknowledgement of ruling the country by law, our country is actively exploring and bettering many of the political and economic systems on all kinds of fields from society, thus to gradually improve people's living standards. Pension system is the core of modern social security system, which acts not only as the assistor of the economic development, but also the safety nets of ensuring people's basic life as well as maintaining the social stabilization. The rationality of the pension system, however, concerns every people's immediate interests, so that arouses the public attention. After more than a decade time, pension reform on urban staff has got lots of experiences, hence a target mode and the direction of reform have been established. Nevertheless, pilot programs on civil servants' pension systems are not agreed yet, it is still in a lag phase. From this point of view,.the question of how to propel the civil servants' pension reform has been the inherent demand of the perfection of official functions; meanwhile, it is also a mission of establishing an accelerated social security system and a better harmonious society.This paper, which is on the basis of a thorough research on Chinese civil servants'pension reform, and the summary of foreign and home reform experiences, aims to make a deep analysis on the issues of Chinese civil servants'pension reform, and do some tentative explorations on that mode.This paper is made up of four parts except the introduction. The first part is a literature review of the related issues, and to expound the necessity and feasibility of the research. The second part is a diachronic comparison between the former system and some detailed practices, thereby, to analyze the features and problems form current system. The third part draws some lessons from foreign pension reforms, and puts forward some inspirations on later work. The last part makes a summary of the above analysis, and brings forward the goal, principle and mode of establishment of Chinese civil servants' insurance system.
