In 1993, pension system was introduced in our country, and the reform of basic pension system was implemented in urban enterprises. Employees of the enterprises take part in participate in "social pooling and individual accounts" section of the accumulation of basic social pension system; being forced to resistance to change, agencies and institutions are not included in the scope of reform. Judging from the reform of practice and theory, the existing civil service pension systems in China not only lag behind China's current economic and social development, but also lag behind the urban pension system. And it enlarges the replacement rate gap between the two, which would have bad impact on social equality and the flow of talent. After the smooth implementation of pension policy, especially public institutions included into the social pension system reform, China's civil servants Pension reform has gradually been put on the government agenda. Over the years, the civil service pension reform has been in the "trial and not be" state, how to increase efforts to promote the civil service pension reform, not just improve the civil service system, and promote the inherent requirements of government reform, it is our establishment of a complete necessary requirement for the social security system, the era mission of building a socialist harmonious society.In this paper, based on the theory of social security expertise, through access to domestic and foreign literature, to explore the defects of China's civil service pension system; to list some representative cities, such as Hainan, Xi'an, and Shenzhen, trying to get some analysis of the problems during the implementation of the government civil service pension reform; to understanding the imperfect of some supporting systems, including the retirement system, pay system and job classification system on the impact of the civil service pension system. And through comparative analysis and normative analysis of France, Singapore and the United States federal civil service pension system analysis, it is hoped to make some exploratory proposal for the China's civil service pension reform.This paper is divided into four parts:the first part, including the research background and significance, research status and research methods. The second part, through the investigation of the civil service pension system, and the analysis of the problems in pension system of civil service, get the main reason. The third part, through analysis of foreign civil servants pension system reform policies and processes, find common ground and points of integration, and draw some lessons from the pension system reform in our institutions. The fourth part, propose some policy opinions and suggestions which are relatively systemically.This paper has 3 images,2 tables and 50 references.
