Study On Organization Optimization And Function Adjustment Of Entry-exit Inspection And Quarantine

The quality supervision model of import and export commodities has been reformed with the rapid development of out-oriented economy since the policy of reform. But the global financial crisis from 2008 brought bad influence on the enterprises. Since August,2013,the AQSIQ and the customs have cut the legal inspection catalogue twice which is strict with entry-exit inspection and quarantine(CIQ).The adjustment to the catalogue is not the only but the direct reason which caused the new reform of CIQ. The reform before was an active creation, but now a way out to the future.By means of documents study, case study and analysis study, this text provide an deep enquire into the reform CIQ is facing. It is divided into five chapters. Chapter 1 is introduction, introducing the background,aim, meaning, documents summarization, means and train of thought. Chapter 2 is to study the development history and current situation of CIQ, to analyze the cause of the questions in both organization and function, taking Wuxi Bureau as an example. Chapter 3 is to study,compare and learn from the foreign and domestic advanced experience about entry-exit inspection and quarantine. Chapter 4 is to put forward advice to the reform of CIQ. Chapter 5 is concluding remark, setting forth the view, summarizing the innovation and insufficiency.Based on the above, in the course of reforming, we should take into account the country safety, laws and disciplines, national macro policy, the requirements of enterprises and citizen, modern public administration theory. We should divide inspection from public service, transform micro inspection into macro administration, change before and in governing to in and after governing. That is to govern by law and to improve the legal system; to strengthen the risk managing and to promote the reform of laboratory; to emphasize the credit governing and to promote the application of information; to attach importance to policy studying and to augment the functions; to increase the investment of science technology and human resource.
