Study On The Inspection And Quarantine Regulatory Mechanism Of Import Food Safety In China

With the continuous development of society, and the improvement of living standard, the demand of the import food is also growing more and more, the entry of import food grew at an annual rate of15%, and the unsafety rate of the import food is also rising along with the influx of import food. Many factors affect the food safety, due to the deepness of the food trade, no country and nobody are not suffering the unsafety import food threat. Inspection and Quarantine Departments guard the entry door of the import food, protect the safety of import food and the health of people as responsibility. Nowadays, our country is in further institutional reform, the Inspection and Quarantine Departments improve the regulatory mechanism of import food safety, so as to adapt the social reality, this movement is of great significance.In this paper, from the perspective of government function transformation, used the literature analysis method, questionnaire survey method, statistical analysis method and comparative analysis method and other methods; utilized the market failure theory, public government theory, government function transformation and other public management theories and knowledges, starting from the present situation of Inspection and Quarantine Department regulatory mechanism on import food safety in China, at the same time, combined this paper with my own work, found out the problems and analyzed the reasons, then took a questionnaire investigation on the import food standard system problems which were found in the literatures. On the basis of the advanced experience and practice of USA, Japan, Australia and New Zealand and China Hongkong, give some suggestions on the import food safety regulatory mechanism of Inspection and Quarantine Department. There are six parts in this paper:introduction, the import food safety related concepts and theoretical overview, the present situation of Inspection and Quarantine Department food safety regulatory mechanism and problem analysis, advanced experience on import food safety regulatory mechanism in USA or other countries and regions, suggestions on import food safety regulatory mechanism of inspection and quarantine, conclusion. I hope this paper can play a reference role for the improvement of the import food safety regulatory mechanism of Inspection and Quarantine Department under the background of government function transformation.
