Domestic vehicle joint ventures’ localization project, not only bring considerable profits for enterprises, but also for the domestic auto industry to bring new products and technologies, to promote the entire auto industry forward. Due to the difficulty of processing coupling rod, it has been dominated by foreign suppliers. In coupling rod localization project, the project’s delay will bring risk to vehicle development and market share. Thus, this paper commenced the localization project begin with the coupling rod schedule plan.This paper analyzes the project stakeholders and find one of the biggest factors; preparation of a localization project work breakdown structure table; prepared a project schedule network diagram; through various activities lasted analysis to identify the critical path project running; after adding the constrained resource constraints on the critical path to adjust it; according to a calculation based on the number of positions and elasticity coefficient method to calculate time buffer and compress project lasted; use a new buffer breakthrough progress in decision-making mechanism and tasks to improve the critical chain project management buffering mechanisms to monitor progress and management capabilities.
